The Influence of the Reform in Hong Kong's Public Sectors On Its Higher Education——From the perspective of New Public Management

80年代末,香港公营部门将新公共管理理论应用于行政改革实践。此次改革主要涵盖高等教育领域,对香港高等教育产生了具体而深远的影响。政府推动实施了高等教育绩效审计、树立了高等教育的顾客导向并调控了高等教育的发展方向,这些措施在总体上显著加大了政府对院校的干预强度。

The public sector in Hong Kong began to apply the theory of New Public Management to its administrative reform in the late 1980s. The reform in public sectors had far-reaching implications for Hong Kong＇s higher education. The government enforced a significant level of intervention in higher education by implementing of performance auditing, establishing a customer-oriented guidance for the sector and steered the development direction of higher education as a whole.
