摘要
通过对资源型城市鄂尔多斯市经济、资源、环境子系统发展现状的分析,发现该市生态经济系统存在贫富差距明显、产业结构不合理、资源永续开采压力和环境问题突出等问题;构建该市经济、资源和环境3个子系统协调发展的系统动力学模型,模拟系统的基本行为,通过设定相关调控参数,制定4种模拟方案,引入资源环境损耗率来判定方案的可持续性。经过综合对比,经济资源环境协调发展型方案GDP发展速度适中,在实现经济增长的同时资源环境破坏造成的经济损失得到控制,达到了经济效益和生态效益的良性平衡发展,符合可持续发展要求。
This paper, from resource-based city Ordos's economy, resource and environment, finds a series issues, such as a polarization in economy, irrational industrial structure, unsustainable mining and environment, sets up three system dynamic models in economy, resource and environment, that through adjusting some parameters, makes four simulating plans which are measured with their sustainability by adopting resource-environment loss ratio. By comparison, the plan of economy-resource-environment concerted development bears a moderate GDP rising rate, a controllable resource-environment loss from a rising economy, a balanced development between economic and ecological benefits, in accordance with requirements of sustainable development.
