Implementing the Sustainable Development Strategy to Settle the Water Pollution of the Huaihe River

80年代以来 ,随着国民经济的快速增长 ,淮河水污染情势日益严重 ,已成为制约流域经济发展的重要因素。要实现淮河水污染的根治 ,必须实施可持续发展战略。首先要调整产业结构 ,发展无污染或少污染企业 ;其次要大力推进清洁生产 ,引导发展能够满足人类和环境双重需要的技术 ;另外要引入环境容量概念 ,树立治污新观念。

Pollution in the Huaihe River has become an important element which affacts the economic development along the basining areas. To bring the pollution under permant coutrol, sustainable development strategy must be carried out. First, industrial structure need to be adjusted, nonpolluted or less polluted enterprises will be welcomed; second, cleaning production should be greatly promoted and technology should be directed to meet the double needs of our human beings and the environment; Moreover, concept of environmental capacity should be drawn in and new ideas to the recovery of the pollution must be set up.
