The Causes of the Extreme Security Strategy Pursue of the Israeli State

自1948年建国以来,以色列几乎一直处在与周边阿拉伯国家之间的战争或冲突之中;为了应对旷日持久且异常严峻的生存挑战,追求国家和国民绝对安全成为以色列国一直奉行的国家战略。具体来说,这种独特安全意识的形成有三大原因:以色列所处的特殊地缘政治格局、历届政府信奉的"国家安全例外论"以及全体国民所共有的危机意识。正是在此三大因素的共同作用下,国家安全在以色列被赋予了极高的政治意义,乃至成为最高的国家利益与战略目标。

Since the foundation of the Israeli state in 1948, it almost always in the war or conflict with the neighboring Arab Coun- tries. In order to cope with the protracted and severe security challenges, Israel has adopted the strategy which pursuits extreme nation- al security. Specifically, the special geopolitical situation, national security exceptionalism believed by successive governments and the crisis awareness of all Israelis attribute to this unique security awareness. It is because of these three factors that the national security has been given a high political significance in Israel, which even be seen as the highest national interests and strategic objectives.
