Vegetable Price Regulation:Domestic Practice and International Experience

去年年底至今年年初,我国蔬菜价格再次大幅上涨,全国蔬菜价格环比上涨17.5%,个别省份接近40%。事实上,近年来我国蔬菜价格频繁大幅波动,严重损害了相关生产者和消费者的利益。"菜价过高消费不起"和"菜价过低烂在地里"的现象常常交替出现,造成资源错配和极大浪费,形成社会总福利的净损失。文章通过对我国中央政府和地方政府出台的相关政策进行系统梳理和总结,同时借鉴相关国际做法,力求归纳出降低蔬菜价格非理性大幅波动、保障各方利益的经验和启示。

From the end of last year to early this year, China＇s vegetable prices rose sharply again with vegetable prices of the whole country rising by 17.5% ,and some provinces even near to 40%. In fact , China＇s vegetable prices have fluctuated significantly in recent years,which seriously damages the interests of producers and The phenomena of ＂vegetable prices too high beyond consumers＂ affordability＂ and ＂vegetable prices too low to leave the ground＂ always appear alternately, causing the mismatch and tremendous waste of resources as well as net loss of social welfare. This paper systematically analyzes and summarizes relevant policies introduced by China＇s central government and local governments, meanwhile it, taking some international practice as references, strives to reduce the irrational fluctuation in vegetables prices, and explore the expe- rience and enlightenment to protect the interests of all stakeholders.
