油藏资源开发过程中环境影响经济评价——以延长油田为例

Economic evaluation on environmental impact during oil reservoir resource exploitation——Case of Yanchang Oil field

当前对油藏资源开发过程中的环境影响经济评价问题研究较少,尤其是将环境污染损害转化为货币化计量是当前碰到的最大技术难点。文中以延长油田为例,运用环境影响经济评价理论与方法,将油藏资源开发过程环境影响分为资源损耗价值和人群健康损失价值两部分,采用流行病学中潜在寿命损失年YPLL指标和经济价值评价支付意愿WTP法的系统评价方法,得出油藏资源开发过程的环境影响经济价值,为政府相关政策决策提供了直接的货币化量值参考。

Presently,there are few studies on the subject of the economic evaluation of environmental impact during the exploitation of oil reservoir resource.The biggest technical problem is how to use the method of economic evaluation to measure the loss caused by the environmental impact.Taking Yanchang oilfield as an example,we divided the environmental impact during the exploitation of oil reservoir resource with the theory and method of economic evaluation of environmental impact into the resource loss and the economic loss of health.By using the systematic method of WTP and YPLL index in epidemiology,the economic value of environmental impact during the exploitation of oil reservoir resource was given in the end,which could be a direct reference for relative decision making by the government.
