目前,人民政协已成为在现有政治体制下新阶层实现其政治参与目的的重要渠道和平台,但存在一系列约束性因素:法律对人民政协的功能定位与其实际作用不相符、政协自身建设滞后、其提供的政治资源相对稀缺等,均会激发阶层利益与现存问题的矛盾。新阶层通过人民政协进行政治参与远未达到理想状态,因而需要在完善人民政协功能定位、加强政协自身建设、化解阶层利益矛盾等方面做出努力。
