结合小城镇的特点,分析土地制度对土地置换的效率和模式的影响,探讨小城镇土地置换的特点、置换中存在的问题。从明晰土地权属,完善征地标准,以"土地供给市场化"推进小城镇土地置换市场化运营,加强规划管理和土地管理的引导作用以及创新土地置换、开发收益、分配制度等方面提出了创新思路。

With China＇s rapid urbanization of small towns and land system reform, a large number of functional replacement behaviors come into being, which will greatly improve the overall efficiency of the land use of small town. Based on the features of the small town, the paper studies the impact of the land system on the efficiency and mode in the land replacement, and discusses the features and problems of the land replacement. The paper also presents some new ideas in land ownership, land acquisition, land management, and land replacement.
