摘要
当前我国农民群体权益受损情况十分严重,农民权益受损而又缺乏制度化的利益表达渠道,就可能采取制度外的抗议方式来维护自身利益、宣泄不满情绪,进而严重影响乡村社会的和谐与稳定。笔者认为,必须从提高农民利益表达能力、疏通制度化利益表达渠道、提高农民组织化水平、合理引导与规范制度外利益表达行为等四个方面入手,完善现有的农民利益表达机制。
The present situation of damaging the interests of farmer groups is very serious,damage to the interests of farmers and lack of institutionalized channels for the expression;it may take the protest outside the system to protect their own interests,to vent discontent,thereby seriously affecting rural social harmony and stability.The author believes,we must improve the ability to express the interests of farmers,dredge institutionalized channels for expressing interest to improve the level of farmers＇ organizations,a reasonable guide and regulate the expression of interest outside the system behavior in four aspects,and improve the existing mechanism of expression farmers＇ interests.
