Upgrading of Higher Vocational Education:Path,Condition and Strategies

在独立的职业教育体系视域下,通过高职"升格"是发展高职本科教育、实现高职教育层次上移的有效路径。然而,高职教育层次上移不能"一哄而上",需要政府和学校两方面的条件作保障。在此基础上,还必须采取以点带面,全面"升格";"示范"优先,稳定职教;东部先行,兼顾中西部;公办为主,照顾民办和稳定发展速度等策略,积极推进高职教育层次上移。

There is an efficient path to develop higher vocational undergraduate education through upgrading of higher vo- cational college from the view of building separate vocational education system. To prevent confusion of upgrading, the gov- ernment and school must make necessary preparation. In addition, some strategies should be taken to ensure upgrading of higher vocational college education opportunely： make experiments first and then upgrade comprehensively; demonstrative schools priority and stabilize vocational education development; eastern area first while give consideration to central and western areas; give priority to public schools and coordinate the relationship between public and private colleges; and lim- it speed of upgrading.
