老龄化背景下浙江老年人体育公共服务需求与供给的实证研究

An Empirical Study of Elderly Sports Public Service Demand and Supply under the Background of Aging in Zhejiang

运用文献资料研究、调查和数理统计等方法,以健康老龄化为分析背景,对浙江省老年人体育公共服务需求和供给状况进行了分析。结果表明,浙江省已经初步形成比较完整的老年人体育公共服务法律保障体系,政府投入呈现逐年加大的趋势,体育活动服务供给量、老年人体育辅导员人数和老年人体育场地设施供给量逐年增加,基本形成了"横向到边、纵向到底"的老年体育组织网络,已经利用各种媒体形式为老年人提供体育信息服务;但依然还存在老年人体育公共服务供需失衡,区域和城乡体育公共服务非均等化,老年人能够享受国民体质监测服务的比例低,老年人体育公共服务供给主体单一,老年人社会体育志愿者服务队伍不健全等问题。针对这些不足之处,提出了进一步发展浙江省老年人体育公共服务的思路。

Through using the method of literature, questionnaire and mathematical statistics, this paper analyzes public sports service demand and supply conditions of the elderly in Zhejiang under the background of healthy aging. The results show that there exists an imbalance be tween supply and demand of the elderly sports public service;sports public service demand va- ries in different areas and the variation is decreasing year by year;and sports public service for the elderly is better in cities than in rural areas of Zhejiang province. Policies and regulations are formulated to guarantee the rights of the elderly;the elderly sports public service expendi- ture is increasing with the government playing a major role in the expenditure;area variation in sports funding per capita for the elderly decreased year by year;The ratio of the national phy- sique monitoring service that the elderly can enjoy is low;sports service supply, the number of sports instructors for the elderly and the elderly sports facility supply are increasing, but differ- ences in growth rates and levels of area development are larger ; the ＂ transverse to the edge, vertical to the end＂ network of the elderly sports organizations has been formed;various forms of media sports information services for the elderly have been used. On the basis of investigation and research, a proposition is put forward about the further development of sports public service for the elderly people.
