摘要
问责制度经历了从传统的科层问责到当代的新公共管理问责制度的变迁。我国高校行政问责制度还处于传统的自上而下的科层问责体系,问责主体单一,以惩罚为目的,缺乏公众参与与监督,随意性大。我国高校教育行政问责制度的完善思路是树立两种理念、坚持三项原则、处理好"四种"关系、抓住"五大关键",最终形成责任明确、指标严整、程序科学、问责规范、奖惩到位的问责体系。
Administrative accountability system has developed from traditional bureaucracy accountability to contemporary new public management accountability. Administrative accountability system is still a top--down bureaucracy accountability system in Chinese colleges and universities; such system has following problems as the simplification of objects, punishment-orientation, lack of participation and supervision of the mass and arbitrariness of accountability. To perfect administrative accountability system in our colleges and universities, we should establish two ideas, stick to three principles, prudently deal with four kinds of relationship and seize five points. So that we can set up an administrative accountability system that has clearly defined responsibilities, strict and comprehensive indicators, scientific procedures, normative accountability and appropriate rewards and punishment.
