四川省健康教育机构状况分析

Current Situation of the Health Education Authorities in Sichuan Province

目的了解2010年四川省省级、21个市州级和168个县/区级健康教育机构(部分县无专职健教机构)的基本情况和业务开展情况,为健康教育策略的制定和修改提供依据。方法通过普查的方式,向各健康教育机构发放《健康教育所(中心)基本情况调查表》和《健康教育所(中心)业务工作调查表》,进行问卷调查。结果资料的回收率为74.7%。在反馈调查表的142家健康教育机构中,非独立法人机构101家,占78.9%,卫生行政主管部门中,31.9%属于爱卫办。健康教育机构人员的平均年龄为41.44±10.1岁,专职人员占54.8%;各级健康教育机构的学历、职称及专业构成比不同,差异有统计学意义。业务开展形式丰富,全省共合作147个项目,发表文章340篇。健康教育专项经费总额991万元,以财政经费为主,占56.9%。结论健康教育机构组织管理机制较合理,市级和县/区级机构人员储备不足,健康教育相关专业人员缺乏,经费投入不足,需增加基层机构人员、专业储备,加大政府财政投入,建立健全基层机构健康教育网络。

Objective To understand the fundamental state and works in health education authorities of Sichuan province and to provide basis for health education strategies.Methods In a census way,two questionnaires were sent to each health education authority,and the data of which were statistically analyzed.Result The questionnaire recovery rate was 74.7%.There were 101 non-independent legal institution in all the 142 authorities,with a proportion of 78.9%.Totally 31.9% authorities were under the charge of patriotic sanitation office.The average age of all works 41.44±10.1 years old and 54.8% of works were professional personnel.Totally 147 projects were finished and 340 articles published in total.An amount of 9.91 million funds were in place and 56.9% of the funds were fiscals.Conclusion The organization system was rational,but the amount of workers and funds are insufficient.
