随着应急事件的不断发生,应急物流逐渐成为物流研究的热点。从应急物流与铁路运输的相互关系出发,讨论铁路参与应急物流的必要性,通过对铁路参与应急物流的SWOT(优势、劣势、机会、威胁)分析,阐述铁路参与应急物流体系建设面临的机遇与挑战,确立铁路要以自身为主导,参与应急物流网络构建的发展目标,并探讨了相应的管理及技术策略。

With the emergency incidents occur occasionally, the emergency logistics has become a hot spot of logistics re- search. From the relationship between emergency logistics and railway transportation, the paper discusses the necessity of railway to participate in emergency logistics. Through the analysis of SWOT （Strengths, Weaknesses, Opportunities, Threats） of railway in emergency logistics, it expounds the opportunities and challenges in the construction of railway emer-gency logistics system, establishing the goal of railway as a main force to participate in the development of emergency logis-tics network construction, and probes into the management and technology strategies.
