Urbanization of the New Generation of Migrant Workers:Predicament and Policy Choice

新生代农民工市民化是社会经济发展的迫切需要,是解决农民工问题的根本出路。然而,我国新生代农民工市民化进程却面临诸多困境,主要是制度安排困境、社会资本困境和人力资本困境三个方面。新生代农民工市民化的出路在于改革和创新制度、培育社会资本和提升人力资本。

Urbanization of the new generation of migrant workers, as an urgent need of social and economic development, is a fundamental solution to the issues of migrant workers. However, their urbanization process in China is facing many difficulties, mainly in three aspects： system arrangement plight, dilemmas of social capital and human capital. The solutions to these issues are up to institutional reform and innovation, development of social capital, and improvement of human capital improvement.
