University Autonomy in Russia:History, Current Situation and Development Trend

俄罗斯自加入博洛尼亚协定后,在教育领域实施了一系列改革,其中最核心的就是大学管理体制改革,由中央集权制向分权制转变。但由于集权制的惯性作用,俄罗斯大学自治依然存在许多问题,如分权后的大学集权、大学财经权的缩小等,俄罗斯高等教育领域需要进一步深化体制改革,重构大学管理体系与治理结构。

Since it became a signatory of the Bologna Protocol, Russia has implemented a series of reforms in the field of education, the most fundamental of which is the university management system reform, whose salient feature is the shift from centralization of power to decentralization of power. The inertia of centralization of power, however, poses many problems for university autonomy, such as the concentration of power in the hands of functional departments of a university and shrinking financial resources for universities. Consequently, further system reforms in Russian higher education are still needed so as to optimize the university management system and governance structure.
