新型城镇化作为中国应对传统农业社会向现代城市社会转型与发展的重要举措,因社会各界对与之相关的基本要素缺乏厘清,致使新型城镇化在推进过程中留存不少误读与疑问。城镇化是我国现代化建设的历史任务,也是扩大内需的最大潜力所在,要积极地发展新型城镇化。积极发展新型城镇化,就要遵循"公平共享"、"集约高效"和"可持续"原则,科学地认识新型城镇化推进过程中可能涉及的基本要素及其关系,正确地处理新型城镇化与工业化、城市化、现代化、农民市民化、新型农村社区化、城乡一体化、城镇群和新农村建设的关系。

The new-type urbanization is the important measure that the Chinese traditional agricultural society turns into the modern urban society. Due to the lack of the clear of the related basic factors from various circles of the society there exist some doubts and misunderstandings in the process of the new-type urbanization. The urbanization in China is a historical mission in China＇s modernization. It is also the most potentiality of the domestic need. It is, therefore that to speed up the urbanization that follow the following principles of ＂fair enjoyment＂ and ＂integration and effectiveness＂ and ＂ sustainable development＂. It is to recognize scientific and basic factors and to deal with correctly its relations of urbanization and industrialization; urbanization and modernization; farmer becoming city resident; new type farm community into town etc.
