摘要
作为海峡两岸交流合作先行区,福建省率先出台了吸引台湾地区高层次人才的一系列政策,这是海峡西岸经济区发挥地缘优势,与其他经济区域人才竞争的重要突破口。通过梳理福建省引进台湾高层次人才政策发展脉络及其与关联政策之间的差异,基于访谈调查收集的定性资料,对该政策的运行现状进行了分析,并在此基础上提出相应的改进措施。
As pioneering area on cross-strait exchange and cooperation, Fujian Province has taken the lead in issuing a series of policies to attract Taiwan Residents high-level talents,which not only takes geo- graphical advantages of the West Coast Economic Zone of Taiwan Straits, but also becomes the impor- tant breakthrough on talent competition with other economic regions. This paper describes the differ- ences among relevant policies about absorbing Taiwan Residents high-level talents in Fujian, and analyzes the policies' current status,strengths and weaknesses based on qualitative data by using the method of in- terview investigation. On this basis, it also puts forward improvement measures.
