Summary of the Agriculture Industry Security

首先,从相关概念、影响因素、所涉及的主体等3个方面对有关农业产业安全的研究进行总结,全面界定了农业产业安全的内涵。紧接着综述了农业产业安全中的几个重要问题,如贸易安全与产业利润、知识产权与技术安全、农产品供给安全、农业产业体系安全。然后,从"产业利润受损是否连带到深层次的国家经济安全"和"深层次的安全调控能否到位"2个层次分析了维护农业产业安全的意义。接着探讨了评价农业产业安全状态的机制,主要从各因素及其在评价目标中所占的比重判断安全与否,并总结了目前农业产业不安全的原因。最后,对农业产业安全法律制度的设立进行了综述,指出我国法律上欠缺农业产业安全保护机制,可以从贸易救济机制、外资监管机制、补贴扶持机制等3个方面设立或完善农业产业安全的法律保护机制。

The research about agriculture industry security was analyzed specifically from three aspects of relevant concepts, influencing factors and involved subjects. The connotation of agricultural industry safety was defined. Several important problems were reviewed, such as trade safety and industry profit, intellectual property and technology security, agricultural products supply safety, agricultural industry system security. The significance of maintaing agricultural industry safety was analyzed from two layers ： whether industry profit loss influence national economic safety and whether deep layer safety regulation is successful. The mechanism of evaluating agrietdture industry safety state was discussed, the causes for current agricultural industry unsafety were summarized. The legislation of agricultural inqlustry safety could be improved from three aspects of trade remedy mechanism, foreign supervisory mechanism and Subsidies support mechanism.
