招标控制价作为招标人能够接受的最高交易价格,是合理择优确定中标单位(合同价)的基础,直接关系到招标人的资金能否最大限度的有效利用。文章基于招标控制价编制对工程招标与实施的影响,从编制依据、主体、过程控制等方面综合论述了提高招标控制价合理性与准确性的编制要点。

As the highest price that the tenderee can accept, bidding price control is the basis for determining the winner （contract price） reasonably. It relates directly to the effective utilization of the tenderee＇s fund. Based on the influence of bidding price control preparation on the bidding and implementation of the project, this article states the main points for improving the rationality and veracity of the bidding price control from aspects of preparation basis, subject and process control.
