政府投资项目"代建制"的兴起,取代了传统"自建制"的项目管理模式,代建制以其独特的优势,有效的弥补了自建制的局限性,然而在现实中推行代建制仍存在种种问题,配套的法律制度和规范还需要不断完善。
The rise of ＂Agent System＂ in government investment construction projects has already replaced the traditional management model of ＂Self-construction System＂. The Agent System remedies the shortage of Self-construction System with its unique advantages. However a lot of issues exist in the implementation of Agent System. The supporting legal systems and norms must to be constantly improved.
