目前,我国的环境法中的公众参与规定内容较少且抽象,缺少具体详细的规定,一些公民维权行动也暴露出了立法的不完善。本文将试图从公众环境权、公众参与的程序性规范及环保社团的兴起与发展等角度提出完善的措施。
