职业教育集团产权改革与法人属性研究

Research on Property Rights Reform and the Legal Property of Vocational Education Group

我国职业教育集团化办学已步入由注重规模发展向注重质量提升的新阶段,但利益链不完善成为职教集团向纵深发展的瓶颈。产权改革是提高职教集团核心竞争力的战略突破口,本文通过对组建不同法人属性的职教集团的可行性研究,得出研究结论:应鼓励发展企业法人型职业教育集团,限制发展事业单位法人型职业教育集团,探索发展社会团体型法人型职业教育集团。

The vocational education group has entered a new stage from focus on the scale to quality. However, bottlenecks were appeared in the in-depth development of the vocational education group because of imperfect interests chain. Property rights reform is a strategic breakthrough to improve the core competitiveness of the vocational education group. This paper argues the feasibility of different legal property of the vocational education group, and draws some conclusions. We should encourage vocational education groupof enterprise as a legal person, and restrict on vocational education group of public institutions legal as a legal person, in addition to exploring vocational education group of association as a legal person.
