我国科技评价的问题分析与改革思路

Analysis on the Problems and Reform Perspectives of China's S&T Evaluation

科技评价已成为困扰我国科技发展的关键问题,文章从政府和科学共同体的关系视角重新审视这一问题。通过我国科技发展历史梳理和国际对比分析认为,我国政府在科技管理中的缺位和越位以及科学共同体自身缺陷是造成当前科技评价问题的根源。相应地,改革科技评价必须正本清源,从处理好政府和科学共同体的关系着手,而不能就评价谈评价。

Recently, the S＆T evaluation has become one of the key issues in China＇ s S＆T development. In this study, the problems are revisited from the perspective of the relationship between government and scientific community. Through its historical development and international comparison, it is found that the root of the problem lies in the absence and offside of the government, as well as the weakness and deficiency of the scien- tific community. Consequently, to find out the essence of the problem, starting with handling the relationship between the government and scientific community other than focusing on the evaluation itself is the way out for the reform of S＆T evaluation.
