摘要
近年来,教育政策研究呈现出典型的动态特征,从初始的文本状态发展到充满复杂性、差异性、不确定性的链式形态,有很多因素在相互作用、相互碰撞、相互牵制,影响着系统的秩序和流程。对于教育政策传导过程中"复杂性因素"存在的认识,对具体政策运行出现的现象和问题进行复杂性分析,有助于对系统的要素构成和运行机理加深了解,把握教育政策运行的本质规律,对政策效果加以科学评估。
In recent years, researches on educational policy have shown some typical dynamic characteristics. The initial text has shifted into a chain of complexity, diversity and uncertainty. A lot of factors mutually affected each other and thus influenced the order and process of the system. Based on the above understanding, this article makes an analysis of the complexity factors in specific policy operation and practice. Study of complexity factors arising from educational policy enforcement will contribute to a better understanding of con- stitution and working mechanism of the system. It can also shed light on the nature of the operation and the scientific evaluation of educational policy.
