According to the relevant data provided by Henan Statistical Yearbook, an empirical analysis is made about the life quality of residents in 18 cities in Henan province, and propose is put forward on construction of regional economic integration system of progressive and equalization of basic public services implementation, and establishment of service - oriented local public finance system and policy recommendations for development of modem services sector.
