精英教育与大众化教育的内涵和标准随社会政治、经济和文化的发展而变化。在高等教育大众化背景下，政府应加强宏观调控，高等教育机构自身应有准确的定位，只有这样才能促进精英教育与大众化教育的和谐发展。

The connotation and criteron of the elite education and the populariged education vary with the development of politics, economics and culture. Under the background of our popularized higher education, the government should strengthen macro-control and the department of higher education should have its own accurate orientation. Only by this way can we promote the harmonious development of the elite education and the popu- larized education.
