试论中国民办高等学校的战略转型和可持续发展战略

A Tentative Study On Strategic Transformation and Sustainable Development Strategy of Non-governmental Universities in China

我国民办高校已处于战略转型期，正在由摆脱生存危机战略转变为可持续发展战略。民办高校坚持可持续发展战略主要表现由外延发展转变为内涵发展：要有明确的发展目标；坚持教育的主体性和民办高校的相对独立性；遵循由量变到质变的规律，坚持国际化、社会化的发展方向；必须重视环境和资源问题。具体对策是：凝炼科学的办学理念，形成办学特色；不断进行结构变革，实现结构优化；重视“发展极”建设；始终重视提高教育质量，做好学生和校友工作；重视民办高校的形象建设；搞好学科专业、师资队伍等项基本建设；形成优化教育资源配置的长效机制；培育连续稳定的教育家集团。

Non-governmental Universities in China have developed into a period of strategic transformation, that is to say, from survival strategy to sustainable development strategy. The latter manifests as transforming from extending development to con- notative development with a definite goal, adhering to education subjectivity and relative independence, observing the law of quanti- tative change to qualitative change, persisting in developing direction of internationalization and socialization, and emphasizing is- sues of their environment and resources. The specific measures are to refine the scientific managerial concept to form their peculiar- ity, conduct constant structural reform to realize optimized structure, stress construction of ＂development poles＂, pay constant at- tention to promoting education quality, deal well with students and schoolfellows＇ affairs, pay special attention to image construc- tion of non-governmental university, do well in construction of discipline and specialties, faculty and campus culture, establish a long-acting mechanism based on optimized allocation of educational resources, and foster steady and stable group of educators.
