关于我国“十五”期间基础研究国际合作的战略思考

Policy Proposal Concerning International Cooperation of Basic Research in the Tenth Five-year Plan

根据科技部的统一部署,《国家基础研究“十五”计划和2015年远景规划》由科技部组织教育部、中国科学院和国家自然科学基金委员会等有关部门共同起草。该计划与规划将包括学科布局、基础数据、基地建设、人才培养和国际合作等5个方面的内容。本文试图全面分析当今科学研究的国际化特点和“十五”期间我国基础研究所面临的机遇和挑战;探讨“十五”规划如何结合我国基础研究国际合作现状和国际合作的新特点;提出了未来基础研究国际科学合作的目标和政策措施的基本构想。

The paper attempts to review the internationalized characters of contemporary scientific research and challenges and opportunities faced by Chinese scientific community in the coming five years. The authors explore the way to integrate the formulation of the tenth five-year planning with the current situation and new characters of international collaboration, as well as to suggest the basic goals and policy of international collaboration in the coming years.
