教育公平是社会公平的重要内容,是指国家对教育资源进行配置时所依据的合理性的规范或原则。这里所说的"合理"是指要符合社会整体的发展和稳定,符合社会成员的个体发展和需要,并从两者的辨证关系出发来统一配置教育资源。城乡教育一体化的实质是把城市教育与农村教育作为一个整体相互融合、相互促进、共同发展,是城乡统筹的科学发展观在教育上的具体体现,也是实现教育公平,推进社会主义和谐社会建设的必要保障。
