图书馆事业从20世纪后半叶开始受到新技术发展的猛烈冲击，以至于图书馆人一度受到技术决定论思想影响，认为我们已经不再需要实体存在的图书馆，使图书馆事业一度低迷。历经半个世纪以后，图书馆有识之士开始重新界定图书馆的意义，重新审视以人为本的人文精神，重新面对、积极探索作为实体图书馆对外服务的新举措。
