温州金融改革试验区实践对金融制度创新评析

Analysis of the Financial System Innovation Based on the Practice in Wenzhou Financial Reform Experimental District

国务院决定设立温州金融综合改革试验区,其着力点是引导民间资本投向金融领域,创新区域金融组织体系,规范与引导民间资本服务民营小微企业。其功能是为游离于实体经济之外的民间资本对接出口,为小微企业融资提供正规金融保障,也为民间借贷阳光化运作践行法制化路径。温州先试先行中产生的地方样本无疑对我国金融制度创新具有理论与实践意义。

The State Council decided to establish a comprehensive Financial Reform Experimental District in Wenzhou, whose focus is to attract private capital to invest in the financial sector, to innovate the regional financial organizational system, and to regulate and guide private capital to better serve small and micro private enterprises. Its function is to provide flow direction for private capital which is separated from the real economy, to offer formal financial security to small and micro enterprises, and also to deliver legalized path for the operation of private lending practice. The regional sample produced by Wenzhou＇s trial would undoubtedly have theoretical and practical significance on China＇s financial system innovation.
