中日民办（私立）高等教育成本分担比较

Comparison of main sides of sharing non-govern mental （private） higher education cost between China and Japan

民办高等教育受益各方均应是教育成本分担的主体。日本是私立高等教育发达的国家之一，与其多元化筹措办学经费，合理分担教育成本有直接的关系。中国民办高校经费来源单一，严重制约了民办高等教育的发展。通过对中日两国民办（私立）高等教育成本分担现状进行对比研究，从政府、社会、学校三个层面入手，提出建立合理教育成本分担机制的若干建议。

All the beneficiaries of non-governmental higher education should be the main sides of its cost sharing. The reason why Japan＇ s higher education is advanced is related directly with its diversified funds-raising channels and the reasonable sharing of education cost. The funds-raising channels of colleges in China are limited, which seriously hinders the development of China＇ s non-governmental higher education. This paper makes a comparison of the present situation of the main sides of sharing non-governmental （private） higher education cost between China and Japan, providing several suggestions for the establishment of a reasonable education cost sharing mechanism from the levels of governments, society and schools.
