摘要
运用数据包络分析法,对我国各省区高校2006~2010年期间的5年平均科研数据进行了效率分析,经验分析发现:我国高校科研DEA非效率的地区占50%以上;纯技术有效率而规模非效率的地区有辽宁,新疆,青海和西藏;规模有效,而纯技术非效率的有湖南,河北,四川和贵州;我国高校科研处于规模报酬递增的地区所占比重较大;东北地区的技术效率均值最高,接近DEA有效率,其次为东、中、西递减的规律;区域经济的水平与科研效率没有很强的正相关关系。
Based on the data envelopment analysis (DEA) method, this paper makes an analysis of the scientific research efficiency of the average scientific data of China' s universities during the five years from 2006 to 2010. The analysis shows : 1 ) more than half of the provincial areas are inefficient in DEA; 2) four areas, such as Liaoning, Xinjiang, Qinghai and Tibet, are efficient in pure technology but inefficient in scales, while Hunan, Hebei, Sichuan and Guizhou are efficient in scales but ineffi- cient in pure technology, which should be specially concerned; 3 ) a good number of areas are in the scale economy period, which means the research efficiency can be enhanced by increasing the input scale in those areas; 4 ) northeastern area owns the highest average technical efficiency, close to the DEA efficiency; and then there is a decrease tendency from the eastern area to the western area through the middle area; 5 ) the economic level has no strong significant positive relationship with the scientific research efficiency.
