浅谈监理单位在BT模式建设项目中存在的质量控制、投资控制风险及解决方法

Discussion on the Risk of Quality Control and Investment Control in Supervise Company in BT Project

"BT"是一种新的项目融资和管理模式。因"BT"模式有效地缓解了重大公共基础设施建设投资需求紧迫和当前政府资金短缺的矛盾,加快了建设步伐,所以在我国大型基础设施建设中已逐步推广应用。但"BT"模式的特殊性,使其监理单位在建设阶段面临着巨大的投资控制和质量控制风险。文章结合在监理工作中的经验,分析了投资、质量控制风险产生的原因,并列举了一些解决方法,为"BT"项目下的监理工作提供借鉴和参考。

＂BT＂ is a new model of project investment and management. As ＂BT＂ model relieved effectively the conflict between investment pressure of large public infrastructure and government finance hard up, quicken the construction, it has been extended gradually in our country＇s large infrastructure construction. Because of particularity of ＂BT＂ model, the supervisor is facing large risk of investment and quality control. Based on the experience of supervision, analyzed the reason of investment and quality control risk, and give some solve approach, and provide reference for supervisor for ＂BT＂ project.
