摘要
农业科研单位优化人事管理机制应该遵循服务为本、执行政策、简政放权、规范管理、增强活力等 5项原则。通过近 10年来农业科研单位人事制度改革实践的回顾 ,提出农业科研单位应从抓机构调整建立应变机制、抓班子建设建立领导机制、抓人才培养建立育人机制、抓分类分配建立激励机制、抓考核管理建立竞争机制、抓合同聘用建立用人机制等 6个方面的创新人事管理机制。
Five principles of the service as the base, the performance of police, simplified working processing and softening the terms, standardization management and strengthening activity should be obeyed in the reform of personnel management of agricultural research organization. Six management systems including the flexible mechanism,leading mechanism, personal re-education mechanism, rewarding mechanism, competition mechanism and personal utilization mechanism should be established in the reform of agricultural research organization through the review and summary of the experience from the past ten years' reform of agricultural research organization.
