FDI技术溢出、人力资本积累与区域自主创新能力提升——基于中国四大经济区的面板数据分析

FDI Technology Spillovers,Human Capital Accumulation and the Promotion of Regional Independent Innovation Ability——Analysis Based on the Panel Data of China's FourMajor Economic Regions

本文选取2000~2011年中国四大经济区的省际数据,运用面板数据模型,探讨了利用FDI对我国自主创新能力提升产生技术外溢正效应的条件及效果。分析结果显示,人力资本在FDI技术外溢过程中起着核心作用,在人力资本配合下,FDI技术溢出对我国自主创新能力的提升有积极的促进作用,但不同的经济区域又存在显著差异:东部地区、西部地区和东北地区已成功跨过FDI技术外溢的人力资本积累门槛,但中部地区还没达到这一临界值。最后,本文提出针对性的对策建议,以期为提升区域自主创新能力,将我国建设成创新型国家建言献策。

This paper selected the 2000 ~ 2011 provincial panel data of China＇s four major economic regions, using panel data med-el, discusses the conditions and effects of FDI technology spillover to enhance the ability of independent innovation of China. The results showed that human capital plays a central role in the process of FDI technology spillovers, and in coordination with the human capital, FDI technology apillovers have a positive role in promoting the capability of independent innovation of China, but different regions also exist sig- nificant differences： the eastern region,~ western region and northeast region has sueces^tlly crossed the threshold of human capital accu- mulation, but the central region has not reached this critical value. Finally, the paper puts forward the suggestions in order to enhance the capacity of regional independent innovation, and to build our country into an innovative country triumphantly.
