System Predicament and Breach in Economic Cooperation in Underdeveloped Areas——Taking the Economic Zone in Southern Sichuan for Example

欠发达地区间经济合作属于水平型区域经济合作,受制度环境的影响更直接、更明显。影响欠发达地区间经济合作的体制机制主要包括行政分权制度、干部任期制度、财政税收制度以及考核晋升制度。推进欠发达地区间经济合作,必须有效破除或规避现有体制机制负面影响。

Economic cooperation in underdeveloped areas is horizontal type economic cooperation in rrgional, the motivation differ from others cooperation types. Compared with the developed regional economic cooperation, system environment af- fected this type of cooperation more dejectedly and more obvious. The systems and mechanisms that affected economic coop- eration in undeveloped areas mainly include： administrative decentralization system, tenure system, the fiscal and taxation system , assessment and promotion system and so on. So, advancing economic cooperation in undeveloped area , the fiscal and tax system should be innovated and the negative effect of the systems and mechanisms should be removed.
