民办社会工作机构的问题与发展路向——以深圳为例

Ways to Development for the Non-governmental Social Work Service Agencies—Shenzhen as Example

本文以深圳为例,分析政府购买社会服务背景下民办社会工作机构的发展历史、现状和问题,并探讨社会工作机构的发展路向。作者认为,民办社会工作机构普遍存在同质性强、社会信任低、管理和服务能力弱、对政府依赖强以及生存和发展能力差等问题,社会工作机构需要加强诚信建设、规范管理、提升服务、开源节流、加强合作。

Taking Shenzhen as a case, the paper analyzes the history, current situation and problems of the civilian-run social work agencies under the background of government purchasing social service towards NGOs. The author thinks that there exist generally such problems as high similarities, low social trust,poor ability in management and service, strong dependence on the government and poor ability in survival and development among the civilian- run social work agencies. It suggests that these agencies should enhance their honesty and credibility, normalize their management, promote their service, increase their resources of income and decrease the expenses, and work together to promote services and deal with their common problems.
