摘要
职位说明书是通过对工作岗位的描述,把直接的实践经验总结上升为理论形式,使之成为指导性管理文件,是一种岗位性管理制度。制订职位说明书是实现管理转型、提高管理水平的重要切入点,有利于解决困扰干部工作科学发展的现实问题,是人力资源开发利用的要求,明晰干部责权利的需要。编制职位说明书要遵循以下基本原则:围绕中心、服务大局,调研先行、打牢基础,部门联动、合力推进,积极稳妥、试点先行。写职位说明书要防止仅重结果不重过程,防止"一个药方吃到底",防止人事部门大包大揽,防止对号入座过分迁就在职者。
Job description is a job administration system that describes job requirements and summarizes actual practice experience into theoretical knowledge so as to form instructive administrative documents. Job description is an important starting point for administration transformation and improvement. It is helpful to resolve some real problems of the scientific professional development of cadres. It is also the demands of human talents development and utilization and the demands of making clear cadres' responsibilities and interests. Abide by the following principles when drafting job descriptions: purpose-oriented; taking comprehensive perspective; research and investigation should come first; lay solid foundation; interactive working among all departments; joint pushing; active and steady; try pilot first. Not only the results but also the process itself should be stressed when drafting job descriptions to prevent a panacea-way of getting things done. Writing job description is not the responsibility of only human resource department and job descriptions catering to some special cadres should be avoided.
