摘要
将目前公共信息服务归纳为公办公营、合同外包、公私合营、特许经营、完全私营5种运营模式,从理论和案例角度阐述每种模式在交通信息服务中的应用实践、优缺点及其作用条件。指出每种模式都有其适用性,需要立足实际,从公共信息的物品属性、公共信息服务的职能定位、公众的支付意愿、私人参与的能力与意愿等方面综合平衡来选择最佳运营模式。
The diversiform business models of public information services include public-centered operation, contracted operation, public-private jointly operation, franchise operation and private operation. This paper analyzes practices, merits & demerits and function boundary of each model applied in traffic information services from the theoretical and empirical perspectives. Each model has its applicability. The research points out it must choose the best model based on reality and balance many factors, such as public information's goods attributes, service position, public's willingness to pay, private sector's ability and willingness to participate in.
