我国自由贸易区发展应该以中国—巴基斯坦自由贸易区为标杆,以法律制度为唯一准绳,以境外经贸区、自由贸易园区和剩余外汇为辅助手段,以建立自由贸易区四大圈层为战略抓手。我国自由贸易区发展应该建立"推动全面建成小康社会、实现国际政治经济战略、加快人民币国际化全球化、大力拓展中国经济领土"等四大目标。

In developing free trade zones, our country should set the China - Pakistan Free Trade Zone as the benchmark, use the legal system as the only yardstick, employ economic and trade areas abroad, free trade parks and surplus foreign exchange as auxiliary means, and treat the establishment of four loops of free trade zone as the strategic task. The development of free trade zone of our country should be aimed at four goals ： completing the building of a moderately prosperous society, promoting the realization of international political and economic strategies, accelerating the internalization and globalization of Renminbi, and energetically expanding the eco- nomic territory of China.
