从档案馆的角度论档案开放的困境

针对档案开放过于保守、普遍存在延期开放的问题,本文将从档案馆的角度通过分析目前档案开放工作中存在法律不完善、鉴定机构不合理以及开放意识不普及的问题,提出档案馆及人员承担着过多的责任和法律风险,从而陷入了档案开放与保密的矛盾中的观点,并针对问题提出相应的建议。
