当代中国公共文化建设的历史回顾与现状分析

"公共文化"概念的出现,反映了我国文化行政部门执政理念的转变。经过数年努力,我国的"公共文化"建设已经取得了很大成就,主要体现为覆盖城乡的公共文化服务设施网络已基本建立。然而,目前我国的公共文化建设还处在起步阶段,依然面临各地区之间发展不平衡,以及整体上文化活动不够活跃,内容不够丰富等诸多问题。"文化志愿者队伍"建设作为破解当前"公共文化"建设种种困境的有效方式之一,目前还存在一些不尽如人意之处,有待不断完善提高;西方国家中较为普遍的存在着的非营利性公共文化机构的运营模式,对于调动普通群众参与公共文化建设的积极性,作用非常显著。如能适当的借鉴其中的某些方式,对于改善我国当前公共文化主要由政府运作的局面,应该会是一种不错的选择。

Through endeavor for several years, the construction of public culture has made a great achievement, that is, the internet of public cultural service covering both urban and rural areas has been established. However, there still is imbalance existing among regions. In addition, it is not active enough in cultural activities, or not rich enough in content. The construction of cultural volunteer team could be an effective way to promote the construction of public culture. In addition, if we could apply the operating mode of non - profit public cuhural organization in western countries to contemporary China, it will be of a lot of help.
