This paper expounds the new development trends of university library in E-times from aspects of integrated service manner, brand-based service feature, academic service level, and intelligent management team, etc., and probes into the countermeasures for upgrading library' s service in E-times including the creation of quality service platform, establishment of three-dimensional service system, and the construction of High quality service team, etc.
