山西人才资源开发的现状及对策建议

长期以来,由于区位优势吸引力不够、资源型经济对人才的挤出效应、人力资本投入不足、人才管理体制不完善等因素的影响,山西人才资源难以满足经济社会发展的需要,难以适应产业升级和转型发展的要求。阐述了山西省人才资源现状,分析了山西人才资源开发存在的突出问题,提出了提高山西人才资源素质的对策。
