电力系统安全稳定相关标准对大电网的适用性综述

A Survey on Applicability of Guide or Code Related to Power System Security and Stability for Large-Scale Power Grid

大规模交直流混联同步大电网正逐渐形成,文中对现行的电力系统安全稳定相关标准进行了调查研究,吸收电力系统安全稳定运行各相关部门的工作人员以及专家的意见和建议,总结了大电网安全运行对现行标准的新要求,梳理出16项与电力系统安全稳定工作密切相关的标准,分析了16项标准修编的必要性,提出了16项相关标准存在的问题及其需要修改或补充的条款。建议考虑1项标准的废止并入其他标准,考虑3项无功电压标准的合并,推进2项标准的修编,其余10项标准继续跟踪研究。文中的工作为电力系统安全稳定相关标准下一步的整合修编奠定基础。

Large-scale AC/DC hybrid synchronous power grid is being grown up. Making an investigation on current guides and codes related to power system security and stability, and listening to and assimilating advices and recommendations from SGCC experts and working personnel in related departments of power system secure and stable operation, the authors summarize large-scale power grid’s new demands on current guides and codes and sort out sixteen standards closely-related to power system security and stability, then analyze the necessity of editing and revising the sixteen standards and point out the defects existing in the sixteen related standards and the clauses in them to be revised or supplemented. It is recommended that one standard should be abrogated and incorporated into other standard; the incorporation of three standard related to reactive power and voltage should be considered; the editing and revision of two standards should be promoted, and the rest ten standards should continue to be tracked and researched. The presented research and work lay the foundation of further integration, edition and revision of standards related to power system security and stability.
