“The Dragon Head” Being Guided: The Process of Making Master Plan of Guangzhou

首先从理论上对总体规划在法理上的作用以及实际编制中的地位进行分析,指出"引领"和"被引领"都是总体规划的属性;接着分别对广州两版总体规划的编制过程进行梳理,并在此基础上理解城市总体规划编制过程中的主要行为者对总体规划的理解,进而说明广州总体规划编制过程是被"引领"的;最后指出总体规划越有引领作用其编制过程就越容易受到各方影响,面对新的社会经济形势,总体规划需要改革以满足引领城市发展的作用。

Firstly, based on the analysis of the role the master plan plays in China legally and in the real world, the article points out that the master plan guides and is guided. Secondly, the article attempts to reveal that how the master plan of Guangzhou was guided during the process of making the plan, based on the understandings of what the major actors involved in the plan- making thought about the master plan. Lastly, the article concludes that the master plan should be innovated to guide the city better as the plan has to be influenced by the stakeholders.
