为促进总体规划的实施,加强动态评估监测,借鉴国内外相关城市的经验,从上海面临的空间问题出发,研究了年度评估的定位与作用以及评估指标体系。年度评估是总体规划动态监测的重要环节,评估指标应体现目标性、客观性和可持续性,需要与总体规划编制方法的革新同步推进。

In order to promote the implementation of master plan and strengthen dynamic monitoring, the study focuses on Shanghai＇s spatial problem, using other city＇s experience for reference, mainly discusses the effect and indicator system of annual evaluation. Annual evaluation is important for dynamic monitoring, the indicators should be goal directness, objective and sustainable, following with the reform of master plan.
