北京市以配建方式建设保障房的调查及对策研究

Investigation and Countermeasure Research with Regard to the Allocated Constructions of Social Housing Projects

相对于集中建设的保障房,配建保障房用地选址空间自由度加大,使被保障家庭更加方便地就近居住、就业、就医、就学和出行,降低了生活成本,同时还有利于社会和谐。因此,配建保障房的政策实施很有必要。笔者通过对北京市已建成的配建保障房项目调研,总结配建保障房建设和使用中存在的问题,借鉴国内外经验,从空间布局、建设规模、指标控制等方面提出规划对策和政策建议。

In comparison to the concentrated construction of social housing, allocated social housing constructions offer more freedom to the site selections, ensure the benefited families great proximity to residence, work, medical service, schooling and other daily services, which in return, greatly reduces the living expenses and improves the social harmony. Therefore, it is really important to implement the policies that support the allocated social housing constructions. Through the study of the completed allocated social housing projects in Beijing, learning from domestic experiences and from abroad, the author summarizes the problems in the social housing constructions and usages, and brings up policy-making strategies and recommendations in the aspects of space planning, construction sizes and index control ect.
